I just recently purchased the itunes match, but was unaware that it is not compatable with the iphone 4s. I do have an ipad, but what can I do to access all of my songs from my phone? I wanted it to listen through my bluetooth in my car.

If you mean that you can't upload your library from your phone then no you can't, that can only be done from a computer's iTunes - otherwise the iPhone 4s is compatible with Match. If you don't have a computer and you've recently purchased iTunes Match the you could try contacting iTunes Support via this page for a refund : http://www.apple.com/support/itunes/contact/ - click on Contact iTunes Store Support on the right-hand side of the page, then Purchases, Billing & Redemption
If they are iTunes purchases then you might be able to re-download them on your iPad via the Purchased tab in the iTunes store app on it, otherwise you will need to sync your music from your computer's iTunes, you can't directly transfer music from one iOS device to another.
