When I have my headphones plugged in people can hear my ringtone but not when I am playing music in iPhone 4S. Is this supposed to be this way?

Is this some new feature since I have never had this happen until I made some new ringtones earlier today.

MacBook Pro, Mac OS X (10.6.4)
