It may have been a carrier update. As long as nothing changed on your iPhone and you're not having issues, you should be good.

If you're an AT&T subscriber, they pushed out an update to iPhones to allow for mass emergency texting.

If you're on AT&T, there was a recent carrier update that added government alerts including Amber Alerts and Emergency Alerts to notifications.  (You will see this at the bottom in Settings>Notifications.)
