AirPort Extreme not found on Airport Utility 1.3 for iOS

Apple states

1.Tap Settings, then tap Wi-Fi.

2. Under “Set up an AirPort base station,” tap the name of your base station.

3.Follow the onscreen instructions."

But I don't have that option in my wifi settings or airport utility for iOS. So I still can't manage my network at all.
