What you're doing is trying to create a new icloud account. But you can only do that five times and you have reached the limit. You need to use another device to create a new account/ID.

Yes, you can do that. Settings>icloud, scroll to bottom of page and tap Delete (if it's currently logged into some other account). Then sign in using you ID. Somehow, what you were doing before ended up trying to create a new account/ID. That you can't do more than five times.
