How to set smart quotes on/off per language?

I know I can change the behavior of smart quotes, but how can I make this change on a per language basis. Since different languages use different typographic rules, and I constantly switch between input languages this is a nightmare for me.

MacBook Pro (13-inch Mid 2009), OS X Mountain Lion (10.8.4)

I use Word 2011. That word processor doesn't honor the OS settings and has its own settings for smart quotes. And even better, it does it automatically correct per language. So I do agree with the statement "you normally find".

My issue is that I'm obsessed with perfection, and I hate writing emails with typographically incorrect quotes (or doing so in any other application for that matter). Sure there're solutions, but they're far from convenient to use, and so my conclusion is that this does belong to the OS level to be sorted once and for all.
