I know I can change the behavior of smart quotes, but how can I make this change on a per language basis. Since different languages use different typographic rules, and I constantly switch between input languages this is a nightmare for me.

It's not possible to have smart quotes turn on or off depending on what keyboard you are using. As far as I know you can only set the kind you want via system preferences/language & text/text/smart quotes, and turn them on/off in Edit > Substitutions.
Any tool? Scripting possible? Really nothing??? Seems odd, honoring regional typographic preferences should be so basic, no?

My impression is that you normally find that kind of thing in the settings/proofing tools for a word processor app rather than at the OS level. What word processor do you use most often.
I use Word 2011. That word processor doesn't honor the OS settings and has its own settings for smart quotes. And even better, it does it automatically correct per language. So I do agree with the statement "you normally find".
My issue is that I'm obsessed with perfection, and I hate writing emails with typographically incorrect quotes (or doing so in any other application for that matter). Sure there're solutions, but they're far from convenient to use, and so my conclusion is that this does belong to the OS level to be sorted once and for all.
Does MS Outlook perhaps do what you need for emails?
