You don't use iTunes to copy them off, it's down outside of it. To copy photos to your computer that were taken with the iPad, copied to it via the camera connection kit, or saved from emails/websites then see this page - on a PC you can use the windows camera wizard.
To copy photos that were originally synced from a computer you will need a third-party app on your iPad such as Simple Transfer which can copy them off via your wifi network. But as photos are 'optimised' when they are synced to the iPad, any that you then copy back to a computer may not be exactly the same as they originally were on your computer.
You can use a wireless transfer tool for that, just search "wireless transfer app" on App store.
Step to transfer photos:
1. run the app on iPad, you will get a URL address
2. open above URL address on your computer with a browser
3. you will then see all your photos and albums in iPad camera roll, just download any photos you like.

Hi, here is how to transfer photos from iPad to computer by using iTunes:
1. Connect iPad to the computer.
2. Log in iTune.
3. Click Photos in the iTune menu.
4. Check Sync Photos from.
5. Check All folders or Select folders.
6. If you check Selected folders, browse to the folders. .
7. Check the folders you want to transfer.
8. Click Sync to start the transfer the photos.
8. Now, you should downloaded those photos to the iPad.
iTunes can't let you import iPad photos to computer, you import your iPad photos like you import digital camera photos to computer.
Here is how to transfer photos from iPhone to computer, iPad and iPod is the same:
1. Connect the iPad to your computer by using the USB cable.
2. In the AutoPlay dialog box that appears, click Import pictures and videos using Windows.
3. (Optional) To tag the pictures, type a tag name in the Tag these pictures (optional) box. By default, the folder name includes the date the pictures and videos are imported and the tag name.

Indeed, there are several ways to transfer photos from iPad mini to Windows 7 PC: iTunes, iCloud and Email. Personally, I like to do that with email, even though it can only transfer less photos. It is easy to operate: select the picture you're going to send. You can select several pictures at a time—just tap them, and a small blue circle with a white tick inside will appear on the bottom right-hand side corner of your picture. After you select your images, tap the blue box with an arrow in the top left-hand side corner of the page. All you have to do now is type in the recipient's email address, bring your finger down on the send button, and picture (or pictures) are sent!
