I downloaded all photos from my phone to my computer and deleted them from the phone. YET, when I go to settings/about, it still shows I have photos and videos. Where are those??? How do I get them off as well in order to free up space? New iphone user here so help!?!?!?

First thing to try is to reset your device. Press and hold the Home and Sleep buttons simultaneously ignoring the red slider should one appear until the Apple logo appears. Let go of the buttons and let the device restart. See if that fixes your problem.
Are Photos and Video apps completely empty?
I tried resetting. Still there.
Apps? instagram is not. Are they the pics on there maybe? Again, new to iphone. Ex android user. NEVER going back, btw. Just trying to learn the ways of the I

Yes. Totally empty
What are you see in Settings>Usage?
425 MB used
Did you tap on "Photos and Camera?
Are Camera Roll, Photo Library or Photo stream?

Are all 425MB in Camera Roll?
Yep.425MB on camera roll and 3kb photo stream after tapping Photos & Camera. Yet NOTHING showing after tapping photos from home screen.
Self proclaimed iPhone pro at work couldn't figure it out. And in my five months of having my phone, he's been able to answer EVERYTHING
Backup to iTunes then restore from this backup.
If this not help you will have to restore as new your device.
