Airport Express configuration

Why do I get a -4 error when trying to configure the airport express? I am on the network and the device is displaying a green light.

I tried the factory reset. The airport then showed solid amber. I have also tried before and after to use the airport utility on my ipad to configure the airport, but the ipad won't find the base station. I then unplugged and restarted the airport. It now shows solid green, but again, the ipad won't find it. When I open wifi settings on the ipad or iphone, the base station shows up, but the message is "can't configure with this software, go to apple.com/support/airport. My PC finds the base station and I can connect to it and surf the internet, but when I try to configure with airport utility from my pc, the searching for wireless devices ends with a -4 error and I can't go any further. The killing thing is that this device worked with my current PC in another house. I only use it to stream music from itunes, but itunes doesn't recognize it. UGGHHH.
