Sure, Windows computers will automatically appear in a Finder's Sidebar under "Shared" as shown in this video:

There is nothing you have to do from the Mac's side of the connection. It is difficult to get other Macs and PCs to not appear there.
If they do not appear, then the Windows PC is not configured to share its public folders. See these Windows support sites to determine what to do:

Third party Windows firewall or "anti-virus" software may need its settings modified to enable sharing.
