I have already unlock iphone4 from the apple website but when I install SIM card than no service display

Question

My brother send iPhone from USA to India

iPhone 4 already unlocked from the apple website

Not using jailbreak system

But when I install SIM card it displays no service

What I have to do for this solution

iPhone 4, iOS 6.1.3, USA iphone but now it is in India

ONLY the Carrier that the Phone is locked to can Unlock it.
