missing plugin mac mail

Hi I've got an issue where all email attachments show up as missing plug-in.

I've repaired permissions

I've installed the latest version of java from java.com

I tried another user account

i've reinstalled the 10.8.4 combo update

i've done an archive and install

i did a transfer from one mac to another new mac (OS untouched)

And they all still give the same problem, am i missing something here or is there something else i can try?

Or if anyone has a fix they know of.

Thanks.

Mail.app-OTHER, OS X Mountain Lion (10.8.4)

Usually the problem you have is fixed by an OS reinstallation. Since it didn't happen that way in your case, I suggest a clean reinstallation.

Back up all data to at least two different storage devices.

Boot into Recovery mode, launch Disk Utility, and erase the startup volume. This operation will destroy all data on the volume, so you had be better be sure of your backups. Quit Disk Utility and install OS X. If your Mac was upgraded from an older version of OS X, you’ll need the Apple ID and password you used to upgrade, so make a note of those before you begin.

When you reboot, you'll be prompted to go through the initial setup process. That’s when you transfer the data from one of your backups. For a walkthrough, see here:

Using Setup Assistant

Don't transfer the Guest account, if it was enabled on the old system.

If you installed the Java runtime distributed by Apple and still need it, you'll have to reinstall it.

Thanks for the reply.

I've tried that, I had another brand new mbp 13" and migrated the data that way.

It did the exact same thing, what I don't understand is that it happened in a new user account as well, which would indicate an OS related problem rather than user account.

This has really stumped me, as its just weird, the user account was originally on 10.6.8, the issue happened on the old mac, then I did the java update to fix it, transferred the account to a new computer with mountain lion, it worked fine to begin with then I did the OS software updates and it stopped, I think it was after the 10.8.3 update.
