iPhone 4 model # A1349. Phone is disabled & sleep/wake button does not work. How do I restore?

It's also never been hooked up to a computer.

Make an appointment at the genius bar of your local Apple Store and see if they can fix the power button, or get it replaced.
If it's never been connected to a computer and wasn't running at least iOS 5 and set to backup to iCloud, all of your data is gone. There is no way to recover it.
