I'm thinking of getting an apple developer membership for iOS. Just one thing I'm unsure on: if i want to put an app on the app store and make it paid, e.g. $0.99. Do I have to pay money to put paid apps on the app store?

No. You don't have to pay anything extra. You will have to complete additional paperwork for the processing of payments. When that is done, you will wish you could have paid $99 to make it go away.
Well, Apple does take a cut of your "profit". In a way, that's paying extra.
But what you get for the 30% is not bad:
A world-wide store to sell your product in and not having to deal with credit card transactions is worth it.
