The only method to unlock the device is to contact the carrier that is locked to and see if you qualify for an unlock. Only the carrier it is locked to can authorize an unlock.

What "locked" do you mean? If you mean that you updated iOS and the iPhone locked to a different carrier, the iPhone was jailbroken to unlock it and the update has now relocked the iPhone back to its original carrier. Only that original carrier can unlock the iPhone, so you will have to contact them and ask if you would qualify for unlocking.

Note that jailbreaking often prevents an iPhone from ever being officially unlocked, even if the carrier agrees to the unlock.

Ana is right, http://support.apple.com/kb/ht1937 Bell does not unlock iPhones.

That support document is not always current, so contacting the carrier to confirm their service, or lack thereof, is usually the best approach.

Thank you. I had already advised the OP to contact the carrier, but wanted to let them know this other information existed. This way if it was correct, they would not be surprised if the carrier said no.
