Try This First...
Close All Open Apps... Perform a Reset... Try again...
Reset ( No Data will be Lost )
Press and hold the Sleep/Wake button and the Home button at the same time for at least ten seconds, until the Apple logo appears. Release the Buttons.

Ensure that your device is connected to the Internet
Siri works by sending your requests to Apple servers. Because of this, Siri sends information such as your voice input, contacts, and location (if you have Location Services turned on) to Apple to process your requests.
For Siri to work, your device must be connected to the Internet using cellular data or Wi-Fi.

If you try all these steps and you still have issues...
Then a Visit to an Apple Store or AASP (Authorized Apple Service Provider) is the Next Step...
