I purchased an used ipad and would like to add it to my account but the ipad was registered by the previous owner. How can i place it under my account?

I would like to have my iPad registered under my Apple account, to be able to track it in case it gets lost or stolen.

However I purchased it used from e-bay and the previous owner had already registered it and I'm getting the message for a registered device when I try to register.
