As I replied to you yesterday there isn't a contract for using iTunes unless you have subscribed to iTunes Match. If you don't want to use your iTunes account anymore then all you can do is remove any personal info from it (tap on your account id in Settings > Store, or Settings > iTunes & App Stores if the iPad is on iOS6, and select 'view account' on the popup) and stop using the account - but the content that you bought/downloaded with it will remain tied to that account.

The iTunes app on an iPad is a built-in app, it can't be deleted, it can only be hidden via Settings > General > Restrictions > iTunes 'off'.
