In settings my iMessage and FaceTime doesn't have an on/off switch, so I am unable to use it.

FaceTime can be restricted in Settings>General>Restrictions>FaceTime, but that should make the icon disappear and you can't restrict Messages on the iPad, so that wouldn't be what's causing this. Is this a brand new iPad?
