Is replacement iphones locked to carriers

Hi My iphone was replaced yestered at the apple store under warranty, i have decided to use a pay as you go sim in it but it seem to have locked to my other carrier, i asumed that the replacement phone would be unlocked, i told my son if it was he could have it and i would use another phone. Why is it locked??
