1. Install the latest version of iTunes.
2. Check security software. Ensure that communication to gs.apple.com is allowed. Follow this article for assistance with security software. iTunes for Windows: Troubleshooting security software issues.
3. Check the hosts file. The restore will fail if there is an active entry to redirect gs.apple.com. Follow iTunes: Advanced iTunes Store troubleshooting to edit the hosts file or revert to a default hosts file. See section "Blocked by configuration: (Mac OS X/Windows) > Rebuild network information".
4. Try to restore from another known-good computer and network.
5. If the errors persist on another computer, the device may need service.

A publisher wants to make a game that runs on iOS x.x.x but all of our devices are on y.y.y because we "upgraded", now we cant test on x.x.x unless we take one of our y.y.y devices and put x.x.x on it, essentially a "downgrade". How is that for a reason, and is there a way to do it?

Sep 8, 2013 11:38 PM in response to tonefoxby Chopper2378,I am trying to restore version 6.1.3 (from 6.1.3) on my son's ipad 2... He had forgotten the passcode, and I am trying to wipe it. I get this message constantly, and this ipad is not jailbroken or anything...
I can't even wipe it from icloud, because the wifi is not turned on.
So is there no way to figure out what the "unknown error 3194" is, by looking at logs, etc.. from itunes, etc. ?
