My phone is locked I know the password but my daughter dropped it now there is a voice stating that the phone is locked swipe to unlocked enter password when Igo to press the password it dosnt type in unless I tap twice when the password is entered it locks the phone

Triple tap the Home button to disable the Accessibility features.
Double tap the screen with three fingers. Go into Settings, General, Accessibility and disable VoiceOver.
