I can't sync my iphone anymore. I get the message - You do not have enough access privilages for this operation. I am using a pc running Windows 7. iphone 4, iOS 6.1.3

Are you logged in as an Administrator on your account? You need to have administrative privileges on the iTunes and related folders for syncing. Try this diagnostic in iTunes http://support.apple.com/kb/HT1369 and see if it identifies the errors. If you are an administrator on the computer, you will need to make sure the necessary folders have the permissions repaired.
