Q: Have downloaded app, finally found it, it will NOT run OR open! How do I open it?

I downloaded Weight Watchers Kitchen Companion - twice it seems, finally found where it was downloaded to but it will not open.  I put a shortcut on my desktop for easier access.  How can I open it?
