I bought an iPhone 5 in Dubai as an unlocked phone. When I arrived in my country, I discovered that it was blocked. What can I do, as Dubai's store doesn't reply my messages?

When you say the iPhone was blocked, do you actually mean it is locked to a carrier, or do you really mean the iPhone is blocked from use?
Thie is the second post from someone buying an iPhone in Dubai and then having problems with it and with support.
If you cannot get the seller to respond, try contacting Apple support at the appropriate number from http://support.apple.com/kb/HE57 and see if they have any help to offer.
Warranties on iPhones are only valid in the country of sale so any support will really require returning to Dubai, or sending the iPhone to someone in Dubai to handle it for you...Apple will not accept shipments from another country.
You'll have to try continue to try to get the store to respond. They do not appear to be an authorized reseller for the iPhone, and if they are not Apple is unlikely to be able to help you.
