Q: if my phone was off all day after realizing lost, and in the middle of the night a confirmation email was sent to me saying your device has been locked, yet no location was found, does this mean the device has been turned on?

if my phone was off all day after realizing lost, and in the middle of the night a confirmation email from FIND MY IPHONE was sent to me saying your device has been locked, yet no location was found, does this mean the device has been turned on?  Does it also mean that the location services were turned off before the phone was turned on?

If Find My sent the auto info message, then it knew the iPhone was on the internet and sent its command to the iPhone, but the iPhone may have had Location Services turned off or may have been unable on long enough to complete the location...at least the disable should have been sent to the iPhone for you.

Very possible.  It had to be turned on with a data connection to the internet to be remotely locked.  Turning off location services would have caused it not to be locatable.
