Depends.  Is there actually a SIM in the phone?

Thank you for your response.  Quite honestly, I have no idea.  I can tell you that I personally did not install one.  However, I am unsure if a SIM card was pre-installed in it.  I bought it brand new.  Is it customary for new iPads of my particular make/model/year to have a SIM card pre-installed in it?

If you are not sure a SIM is installed, why not look and find out?

It may also be as simple as removing and reinstalling the SIM.

Is the iPad in question Wi-Fi only?  If so, there is no SIM slot.

If it is a 3G/4G iPad, a SIM is required to access the cellular network.

It is an iPad 3 (wifi+cellular).  I am paying a monthly data access fee to VZW.

To utilize the Cellular data functionality a SIM is required.

    Has it ever worked?

Is there a SIM in the device?

Have you tried removing and reinstalling the SIM?

Has anything resembling troubleshooting been attempted?
