I am using iPad mini and few of my friends on Google Plus and other social media sites posting pictures of their iPads that they had recieved iOS 7 update for their iPad. If Apple released iOS 7 for iPad than why I am not getting this update on my iPad?

if your friends are not developers, then they downloaded illegal copies of iOS 7. I do not recommend following their steps.
Does it mean they are posting fake pictures?

They have downloaded a beta version. That beta may not work properly and it may damage their iPads, so keep in iOS 6 until Apple releases iOS 7 this fall. They haven't posted fakes
