Creating new apple I'd under 18

Originally tried to create apple I'd with my daughters birthday but she is only 11. Now it won't let me create new apple I'd because it keeps saying not meeting age requirements.

The minimum age for an Apple ID is 13 years. You cannot circumvent the restriction; it is a consequence of US laws intended to protect the privacy of minor children - not even their names may be collected.

Creating an Apple ID for a minor child would require compliance with onerous restrictions designed such that that no one can reasonably interpret them.

If you want your daughter to have an Apple ID, create one for yourself, for her to use on your behalf. You can also create an "allowance" for App Store and iTunes purchases:
