iPhone 5 ActiveSync issue : Passcode security policy not being removed

I hope you can be of assistance.
I have recently added an Exchange profile, and since removed it.
The profile has been removed, however, there is one issue.
The Exchange server has very stringent security policies, one being you must have a passcode.
I set the passcode, and since removing this particular mail profile, have been unable to remove the passcode.
The "Turn off Passcode" is greyed out in the lock options.
I am certain the whole profile is removed, I have also turned the phone off / on to see if this re-calibrates the settings, to no avail.
Any suggestions?
