Contact iCloud support here: http://www.apple.com/support/icloud/contact/.  You will have to provide your device serial number to set up the call.  Unless you are still within your free support period or have AppleCare, this would normally be a chargeable call.  However, under the circumstances you should be able to argue that you should not be charged.
