Unable to turn on iCloud with new laptop

Can someone point me in the right direction?

I cannot turn on iCloud in iTunes because the iTunes > Preferences > Store > "Show iTunes in the Cloud purchases" does not appear.

I have an iCloud account, my laptop is new, with OS 10.8.4, and iTunes 11.0.4 (4).

To see your purchased list, make sure you are signed into the iTunes store with your Apple ID (Store>Sign In), then click on the iTunes store, click on "Purchased" under Quick Links on the right side bar, then choose the category you want to view at the top.
