I've been trying to move Adobe Photoshop Elements 10 from my old PC to my new mac. I understand that you have to de-authorize it on the PC and then re-download it on the mac, using the same license key, but when I re-download it it's the PC version, not the mac. How do I download the mac version?

I would suggest that you ask this question over on the Adobe website. There is probably a FAQ that answers your question, or it is addressed in one of the forums.
You can't run Windows programs on OS X, only in Windows in a virtual machine in OS X or via BootCamp.
Just download the Adobe program for OS X and ask about switching the license so it works on the OS X platform.
It might be you have to upgrade to a later version anyway and pehaps they will give you a upgrade price instead of having to buy the full verison, talk to them.
