To change your iCloud ID, go to Settings>iCloud, tap Delete Account, then sign back in with the new ID.  This deletes the account and your iCloud data from your device, but not from iCloud.  Provided you are signing back into the same account, your iCloud data will reappear on your device when you sign back in.

To avoid losing photo stream photos, save them to your camera roll (if not already there) before deleting the account.  To do this, open your my photo stream album, tap Edit, tap the photos, tap Share, then tap Save to Camera Roll.

To change the iCloud ID your have to delete the account and sign back in with the new ID.  To avoid losing photo stream photos, save them to your camera roll first.  Then go to Settings>iCloud, tap Delete Account, provide the password when prompted (if running iOS 7), then sign back in with the changed ID.  If you are signing back into the same account with just a renamed ID, choose Delete from My iDevice when prompted.  If you are changing to a new account and wish to move your data to the new account, choose Keep on My iPhone when prompted, then choose Merge after signing into the new account to upload your data.

Does changing iCloud ID mean changing iCloud Mail as well?

If you change your iCloud account to an entirely new ID (which creates a new iCloud account) you will have to create a new iCloud email account to go with it, if that's what you're asking.  You can't move an @icloud.com email address to another account.
