Internet provider throttling ports used by Apple TV?

Is it possible that Telstra are throttling the ports used by Apple TV? My Bigpond speed is 15MB but it takes hours sometimes to start watching a movie.... Maybe they want me to buy a T-Box?

Yes, it's possible, many providers do this, but there could be other reasons.
