I have a 4s iphone but there is not "SIRI" on it - It does bring up voice command when I hold the main button down but there is no microphone so I cannot talk to text - I can say call soso but if I say text it goes to facetime.
iPhone 4S, iOS 6.1.3
Have you activated it in the Settings? If not, go to [Settings > General > Siri] Then switch it on.
I go to settings > general > NO SIRI?
Are you sure your device IS an iPhone 4S?
you have to be connected to internet and siri has to be on to be able to use it

Siri is not available for all languages, so if you have your iPhone set to an unsupported languange, then you will not have Siri available. Or, is Siri disabled in the Restriction settings? Or, is it possible you actually have an iPhone 4 and not a 4s?
As Michael Black has said, it varies from the region you are in/come from. Realistically, there is only 4 possibilites why Siri is not available:
No Internet Connection
Disabled in Settings
Region you are in/From (Not Available)
You have an iPhone older than the 4S
I have 2 iphones: ironically I was able to get Siri on my iphone 4 but not my 4S! So, I know connection is good...
it is impossible for you to have gotten siri on your 4...it isn't an option. maybe you got the 2 confused?
I certainly did...all this time! the numbers on the back are so hard to read but I did just confirm I had them confused!
