Explain the whole setup to us.
What modem? Is it also a router or wireless router?
Is the TC plugged into the router/modem by ethernet?
Is the TC in router or bridge mode?

It is a start..
How old is the TC and what model.. new AC version??
Or give us the A1xxx model number from the base please.
Please tell us is the TC in router mode as well as the modem router? If so it is hidden behind the second NAT and the setup is wrong. The TC should be in bridge mode.
Wireless should be setup with short names, no spaces and pure alphanumeric.
Do a factory reset and start over .. tell me how it goes.

Just finished 22 hours backup. I will do the factory reset now and I will come back to you.

I used my existing network and there is no spaces on the base station name. The router mode is off (bidge mode).
Still the same issue? any suggestions?

The internet is connected through ethernet, but none of my devices will connect on the wifi network even though it is recognized, devices ask for wifi password, and will not connect.. I had an existing network with the last gen of TC and base station and everything worked fine. I have reset numerous time, erased all traces of my last network, renamed and reassigned new password for the new network, and still nothing will connect to the wifi signal. TC is connected to modem via ethernet, imac is wired to the TC. Modem has wifi turned off, and TC is in bridge mode with create new network selected. Any sugestions?

Since it is brand new take it back to apple for testing. The wifi should be visible in clients no matter what.

Make sure you are using ipv6 in the computers..

The 6.3 utility will not work without it.
Make sure all names are short, no spaces and pure alphanumeric.
Do a full reset and start over.
But there are no more controls.. you cannot set mode..
You can set wireless channels.. so do .. try different wireless names for the different bands.. and set fixed channels.. whatever your country allows, usually 2.4ghz you can use 1, 6, 11 but 13 maybe an option as well. 5ghz is much less clear and there are more variation. Just set to one channel and then another.
Set WPA2 Personal security with a 10-20 character password .. pure alphanumeric mix of upper and lower case and numbers.

What baffles me is that if I hook up the TC and AE I am trying to replace, the network functions properly again. I'm beginning to think there is either an antenna problem or firmware problem. I will have a conversation with apple tomorrow. The new airport app really limits the setting options I have control over.

It seems to be either the A1470 or OS X 10.8.4 problem. I got the same problem too. One of the macs couldn't see the TC A1470 from Finder. To fix it, I rebooted the Mac, and A1470 reappeared. Try it.
