How can I open my pictures on other apps?

I want to use my pictures on others apps. I want to be able to edit them, you know add someone else's head on to someone else's body and add details, etc. The apps say they can use my photos but when I try to get them a box comes up and says it doesn't have permission and go to privacy settings. I do that, I go to photos and there is no list of apps that have access to my photos. How do I fix this? Thank you!

That's is what I want to know how to do. How do you give the other programs permission to access my photos? I have gone to settings>privacy but I don't see where it's at. Is it on the "pictures" program or just in settings, because in settings>privacy I thought I had everything marked right. Can you explain further?
