Random Black Bars

Sorry if this question is old or already answered, but what are these?

The bars normally appear on the menu bar but now they are randomly popping up on the desktop (never in any ceratin program)

It started when i got Photoshop I think, but I killed all Ps processes ad it still happens.

I am running Mountain Lion 10.8.3 , I just have mavericks wallpaper
