Apple Mail 6.5 turned parental controls on

I have an iMac early 2008 and when I upgraded to OS X 10.8.4 from 10.8.2, apple mail turned on parental controls. This computer only has one admin/user and no other users. Not sure how to turn it off. All preferences in the property/info area say that i have read/write priveleges. Nothing shows that Apple Mail is locked.
