Issue with reception on a unblocked 4S

Iphone 4s was blocked and blacklisted after I thought it was stolen - then it was found so was released. It s picking up network signal for 3G but not for calls and texts? My network providers -Meteor in Ireland - have said it is an apple issue. I gave updated IOS, reset network, checked airplane mode on and off, restored setttings and backed up and no joy - any ideas please?
