facetime is not a classical app (i.e. an icone) on the iphone but a feature of each contact. If you open your contacts, select a contact with an iPhone (or other newer Apple device), have a look at the lower right corner, there you have a button "facetime"

There's your answer. iPhones bought in Saudi Arabia do not have Facetime, at the instructions of the government.  There is no way Facetime can be added to your iPhone.
