How do you duplicate an automator workflow to another template type in Mountain Lion?

I want to change a workflow into an application in Automator. In Lion all you had to do was select "Duplicate to...." from the Automator "File" Menu. I notice that "Duplicate to..." is missing from Mountain Lion and there seems to be a duplicate under the "File" Menu and another under the "Copy" Menu neither of which brings up the template picker window. How do I duplicate an automator workflow to another template type in Mountain Lion?
