I got it. It works. May be I cannot restore from iTunes if I lost the encrypted password. But iPhone has an option from the device to backup to the iCloud. We can backup all the data ( yes!!! everything...) to iCloud.
Once you have a new device, while setting up the device, just restore from the iCloud. Tats it....

You can't.
If on a Mac, and you elected to save such to your Keychain, you can recover it from your Keychain. Otherwise, you can't.
While you can continue to sync/backup, if you can't remember it & want to remove it, you'll have to delete your existing backups & restore the phone as a new device. Your data will be unrecoverable.

I selected encrypted backup on my old windows laptop and later i forgot the password. But even now, when I am trying to use my mac book it is still asking the password. Is the settings saved based on the apple id?

No. I am sad to say that unless you can remember the password for the encrypted backup, you will be unable to recover that content and information. The password is not stored on any server or in connection to an apple id. It doesn't transfer to other devices. It stays with that backup.

I donn need an old back up. I tried a backup now and then restore it. at time of restore it is asking for password. Is there any way to skip that like trying on a different machine
Again:
You need to delete all of your existing backups: iTunes>Preferences(under the edit menu in Windows)>Devices...highlight & delete here.
Then, restore your phone as a "NEW" device.
That's the only way to fix this.
Are you trying to restore from a backup? Or, are you trying to backup and then restore? If you are trying to backup in iTunes on the computer it gives you the option to uncheck the encryption.

Only if you know the existing encrypted passcode, which the OP does not.
On the windows computer, he will not be able to. However, on the new mac, he will be since he has never created a backup to that computer. He will not be able to unecrypt the original backup but he can stop it from happening in the future on the new Mac.
Sorry, but you are wrong.
The directions I gave the OP are the only way out of this mess.
