The iPhone 4 is not capable of running Siri.
On the iPad mini, go to Settings > General > Siri, and make sure it is on. If it is, hold down on the home button for a few seconds and Siri should pop up.

To use Siri: Hold the home button for 3-5 seconds and speak to it.
