Not on the iPhones. I have an iPhone 4 and 5.
And I already figured this out. Phone needs to be on airplane mode connected to the wifi.

Yes, they do. No phone will work on AT&T's network withoug a SIM. They have lots.
AT&T is a GSM carrier and now an LTE carrier which requires a SIM card. My original iPhone, iPhone 3G, iPhone 4, and now iPhone 4S used with AT&T all have SIM card slots and use SIM cards.
The iPhone 5 includes a SIM card slot as well.
