Touch screen wont work and not insured?

For some reason my iPhone 4 touch screen wont work, can anybody help? I left my iPhone 4 on charge and when I got back to it the touch screen wont work, i can see people sending me messages and the clock is moving so I know that its not just frozen. Im just not sure what to do now saying as I dont have insurance on it.. Can anybody point me in the right direction?
