Q: Finding Airplay

I am trying to find Airplay on my iPad 4th generation. My aim is to use Reflector to display an iPad app on my PC. However I do not have Apple TV. Is there any way to do this?

iPad, iOS 6.1.3

    There would be no need for the ATV. As with any AirPlay device once you have the program installed on the PC the AirPlay menu should automatically show up on your iOS devices when all your devices are connected to the same wifi network.
