Why the carrier keep dropping off after update the new ISO version?

My iphone 4's carrier will drop off often after updating to ISO 6.1.3

Is there a way to resolve it?

iPhone 4, iOS 6.1.3

Standard steps are restart, reset, restore as new. Have you tried those?
