This is the 3rd time I have been outside of the US and even with cell data off I have still received incoming calls. I've received texts fom AT&T as my plane landed... With cell-data off and NO WiFi. (I know, a MSG from AT&T won't count... ) How is this possible?

Turning off cellular data does not disable the ability to receive phone calls...hence the word "data" in "cellular data"
use airplane mode
In order not to receive calls and texts, you would need to put the phone in Airplane mode. You can then turn WiFi back on if you wish.
Cellular data has absolutely nothing to do with phone calls. If you don't put it in Airplane mode, as has already been suggested, calls and SMS messages will still come in.
